Can I password protect my whole blog?

Yes you can. Look in Settings -> Privacy.

The last option is

Check that button and click the Save Changes button.

And now your blog is protected from everyone (see below).

You can - if you want - add up to 35 users who can access the blog.

A paid upgrade offers unlimited users.

What is the difference between Users -> Add User and Settings -> Privacy -> Add User ?
User -> Add user means you are letting someone into the admin of your blog. They can contribute to the blog. How much they can do depends on what role you give them but they still get in.
Settings -> Privacy -> Add User means all they can do is see the blog. They cannot get into admin, they can just read the blog.

Note 1: There is no ‘password’. The blog is linked to a login so a person you have added will see the blog as normal and anyone else will be prompted for a password.

A non-wordpress.com user will see a screen saying:

This blog is protected, to view it you must log in.

If you don’t have a WordPress.com account, you can get one in seconds.

When people are logged in and do not have access they will see:

This blog is using WordPress.com’s private blog feature.

You’re logged in, but don’t have access to this blog. You may contact the blog administrator to gain access.

Note 2: System admins of WordPress.com are not blocked (we need access if things go wrong).
