Can you change my blog name? Blog url?

The blog url cannot be changed.
If you are logged in then you can create a new blog at http://wordpress.com
You can then export the content between blogs if you wish. (Manage -> Export and Manage -> Import)

Do not delete the first blog until you have the second one. That is important.

The blog title can be changed on the Settings -> General page.
